Jean Charest


The mandate of the Vice-Rectorate of Human Resources and Planning is to develop strategic planning for the Université de Montréal with respect to human resources, faculty relations and labour relations and to ensure that the orientations for units are pursued in keeping with best regulatory practices.

It oversees institutional transformation and coordinates the implementation of the Transcender les frontières 2016-2021 action plan to update the Université de Montréal’s mission, help it distinguish itself among leading universities and increase its impact on society.

It also oversees the production, analysis and availability of quality institutional data about teaching and research units, administrative units and university directions.


Jean Charest is a specialist in workforce development and the role of institutions in the labour market. He began his university career in 1997 at Université de Montréal’s School of Industrial Relations and was its director from 2010 to 2015.

As a professor and researcher, he has directed or co-directed 25 research projects subsidized by Canadian and international organizations. He was also a co-founder of the internationally renowned Interuniversity Research Centre on Globalization and Work. An expert in his field, he has advised many government agencies and professionals. As a manager, he has drafted agreements with prominent Chinese universities, created an international summer school to facilitate student exchanges and instituted a scholarship fund for students, the School of Industrial Relations’ Intergenerational Fund.

Before joining Université de Montréal, Jean Charest was an economist at the Confédération des syndicats nationaux trade union, prior to which he was a CEGEP economics professor. He has taken part in a number of negotiations for a range of public and private organizations.

Jean Charest holds a Ph.D. in industrial relations (Université Laval), a master’s degree in economics (UQAM) and a bachelor’s degree in business administration – applied economics option (HEC Montréal).
